New log-in requirements for accessing SPOT

Effective 01 April 2012, SPOT-ES login will require PKI certificates. AKO or Username/Password account users will need to add a PKI certificate to their accounts. Please see FAQs on the login page or the Training link on the homepage for more information.

Directive JTF-GNO CTO 07-015 (07APR08) mandates PKI certificate to access private DoD applications. Note: No changes for SPOT-ES users with PKI certificate

The Synchronized Predeployment and Operational Tracker (SPOT) has been designated as the Joint Enterprise contractor management and accountability system to provide a central source of contingency contractor information. Contractor companies are required to maintain by name accountability within SPOT while government representatives use SPOT for oversight of the contractors they deploy.

Users without a CAC card will need an AKO account as well as a DoD approved ECA Certificate for SPOT access

What Certificate type does SPOT require?

SPOT only requires a software based ECA certificate (the "Medium Assurance" certificate). However, if you access other DoD systems that require a higher security credential (I.e., JPAS, eMall, etc) you should purchase one of the hardware based options, either the "Medium Token or the Medium Hardware". SPOT will accept hardware based certificates as well as software based ECA credentials.

There are software and hardware based ECA certificate options

ECA Medium Assurance: A "Medium Assurance" certificate is a browser based software certificate loaded on to a userís hard-drive. It is not portable from computer to computer. This certificate meets the minimum security requirement for SPOT

ECA Medium Token Assurance: A "Medium Token Assurance" certificate is hardware based certificate, and is stored on a FIPS 140-2 Level 2 or higher cryptographic device (either a Smart Card or a USB device). This is a portable certificate and can be used on any computer where the utilities drivers have been installed. A Medium Token Assurance certificate is a higher security certificate than a software based certificate.

ECA Medium Hardware Assurance: This is the highest security credential available, and is similar to the DoD CAC card. This certificate requires a face to face meeting with an IdenTrust trusted agent (available in Metro DC, Ft. Lauderdale, FL, Huntsville, AL, San Antonio & South Texas Area, Salt Lake City, UT and San Francisco, CA). This certificate type is not available outside the United States. A Medium Hardware Assurance certificate is stored on either a Smartcard or a USB Cryptographic device.

Steps to obtain an ECA certificate
Step 1 - Select the certificate type below (Medium Assurance of Medium Token Assurance) and click the orange "buy" button for the validity period that best meets your needs
Step 2 - Complete the on-line application
Step 3 - Download the Identity Verification forms at the end of the application process and have your forms Notarized and mail to our ECA Registration Department
Step 4 - When you receive your fulfillment package, install the utility drivers and download your certificate

As a reminder, it is against DoD Regulations to share a username and password or allow an individual to access another's SPOT account in any manner. IdenTrust will be forced by DoD Policy to revoke any certificate it believes to be used by anyone other than the original certificate owner.

DoD Policy requires that certificates are downloaded onto a userís device (software or hardware token) within 30 days of the signature on the Identity Verification forms. Failure to complete this process within 30 days will require the applicant to start over again. This is not an IdenTrust policy, it is a DoD requirement.

ECA Medium Assurance Foreign Countries Supported:
US Citizens may apply for a digital certificate while in any country with a US Consulate. Upon completion of the online application, identity forms must be signed in the presence of a United States Consular Officer who is authorized to provide notarial services.

Citizens of Australia, Canada, New Zealand or the United Kingdom, while in any of these four countries, may apply for a digital certificate by completing the online application and retrieving the identity forms. Identity forms must be signed in the presence of a United States Consular Officer who is authorized to provide notarial services.

Citizens of other countries require that identity forms are signed in the presence of an Authorized Individual, approved by the Department of Defense. If you do not already have a DoD-approved Individual, one will need to be established before you apply.
